The IAEA first reported that Tehran had failed to comply with its obligations under the Nuclear Non-Proliferation Treaty in June 2003. The clock shows the number of days that the Security Council has known of the dire Iranian threat and yet failed to prevent Iran from moving forward to realize its terrible goals. The Security Council has forsaken the essence of its UN Charter obligation -- to maintain international peace and security.
