A UN spokesperson refused to distance Secretary-General Antonio Guterres from a UN deal with Palestinians to give eight UN agencies $65 million over the next five years to brand Israel a criminal enterprise and Israelis as war criminals.
The UN plan is part of a UN development assistance program with the Palestinian Authority known as a UN Development Assistance Program (UNDAF). In a news conference held on November 1, 2017, Secretary-General spokesperson Stéphane Dujarric was repeatedly asked to distance himself from the UNDAF deal. He refused to do so. On the contrary, he said, the agreement "is in line with overall UN policy on the Israel‑Palestine conflict."

Question: "Recent reports have examined a document that was signed actually several years... several... several months ago between the UN - about a dozen agencies - and Palestine, entitled something like The Framework for Development: Palestine 2018‑2020. And the focus of some of these reports have been on the allocation of millions of dollars of development assistance to help to support the Palestinians' use of international fora to bring a legal action against Israel. In light of the Secretary‑General's statements about past examples of bias against Israel and the fact that I'm not aware of any other State that has been targeted with UN money to institute legal actions against it, what would be the Secretary‑General's comment on... on... on the... on this particular aspect of the document signed by at least a dozen UN agencies?"
Spokesman: " ...[[T]he Development Assistance Framework for the State of Palestine, which covers... projects the years... years 2018‑2022, as I said, is a public document that was published in August of this year... UNDAF, the UN document, forms the basis of cooperation between the UN and the Government of Palestine on development programming for a five‑year period. The Framework is in line with overall UN policy on the Israel‑Palestine conflict..."

The United Nations has made a deal with the Palestinians to fund a 65 million dollar legal pogrom directed at Israel. The party on the Palestinian side was referred to as the "Government of the State of Palestine."
More specifically, the "United Nations System in the occupied Palestinian territory" plans to pay eight UN bodies $64,838,510 between the years of 2018 and 2022 to hunt down individual Israelis and smear Israel as a criminal state.
The eight UN bodies or agencies to receive the funds are: the Office of the UN High Commissioner for Human Rights, UNICEF (the children's fund), the UN Development Program, UN Women, UNESCO, UN Habitat, the World Health Organization, and UNRWA (the Palestinian refugee agency). Except for UNESCO, which the United States no longer supports, 22% of the money will come from American taxpayers.
The deal, first signed and disseminated in Arabic back on June 15, 2017, is part of the "UN Development Assistance Framework (UNDAF) for the occupied Palestinian territory for 2018-2022."
Lawfare at the UN, in Israel's case, goes by the stage name of "accountability." It includes accusing Israel of war crimes, apartheid, and crimes against humanity; sending spurious cases to the International Criminal Court; engaging in boycott, divestment and sanctions (BDS) campaigns to destroy the economic well-being of Israel, and making false accusations of violations of fabricated "international law" - in particular criminalizing Israel's right of self-defense.
The goal is unambiguous: the demonization and destruction of the Jewish state. Lawfare is the converse of a negotiated, peaceful resolution of Israeli-Palestinian disputes, as required by existing agreements between the parties.
According to the report that details the deal, the outcome was a product of consultations that involved non-governmental organizations (NGOs) well-known for their extremist ideologies, including the promotion of terrorism and overt antisemitism.
An Annex lists some of the specific NGOs consulted, such as Al-Haq, Al Mezan Centre for Human Rights, Palestinian Centre for Human Rights, and the Palestinian NGO Network, while keeping others confidential.
Here is some of the language from the UN Development Assistance Framework:
"Strategic Priority 1: Supporting Palestine's path to Independence
...the UNCT [the UN "country team"] will focus its interventions on providing support for Palestinian institutions, civil society and individuals to increase the effective use of international mechanisms to uphold accountability. This will be built on increasing knowledge of rights and mechanisms, strengthening capacities to document violations and their impact and on sharpening the ability to advocate effectively for rights to be respected...
Outcome 1:
Human rights mechanisms are increasingly engaged to hold Israel accountable for its obligations under international law. The UN will increase its support for Palestinian institutions (state and non-government) and Palestinian victims of violations to effectively monitor, advocate and seek legal recourse for violations by the occupying power. This will include training, capacity-building and technical advice to ensure that Palestinian victims and institutions are equipped with the knowledge and tools to effectively access international accountability mechanisms in order to hold Israel accountable for its violations under international law. It will also aim to strengthen the capacity of Palestinian organizations to advocate effectively for the rights of Palestinians in the occupied territory..."

"A Hamas-built terror tunnel was discovered under a school in Gaza two weeks ago...
Israel's Ambassador to the UN Danny Danon reacted harshly to the revelation of a terror tunnel under an UNRWA school.
'Yet another terror tunnel under an UNRWA schoolyard. This is what Hamas rule looks like and this is more proof of the double war-crime committed as terror tunnels are built to attack Israelis, while using the children of Gaza as human shields' said Danon.
'We cannot accept a situation in which UNRWA schools are used as terror bases. This dangerous incident must not be ignored and strict oversight is needed to ensure that UN facilities are not used to protect terrorists,' Danon added.
A UN inquiry into the 2014 Gaza war confirmed that at least three UNRWA schools were used by Palestinian terrorists to hide weapons and that rockets were likely fired from them on at least two occasions. UNRWA confirmed that 20 rockets were found in one of its vacant schools in Gaza, but nonetheless returned the deadly weapons to Hamas terrorists."
