UN Human Rights Council: Vietnam

Vietnamese police abuse and sometimes torture people in custody for crimes as minor as traffic violations and are rarely disciplined for a practice that has lead to deaths of detainees. Source: Bloomberg, September 2014

Mission of the Human Rights Council:
"The General Assembly...2. Decides that the Council shall be responsible for promoting universal respect for the protection of all human rights and fundamental freedoms for all, without distinction of any kind and in a fair and equal manner; 3. Decides also that the Council should address situations of violations of human rights, including gross and systematic violations, and make recommendations thereon..." (Resolution 60/251)

Vietnam's Term of office: 2014-2016

Vietnam's Record on human rights:
"The most significant human rights problems in the country were severe government restrictions on citizens' political rights, particularly their right to change their government through free and fair elections; limits on citizens' civil liberties, including freedom of assembly and expression; and inadequate protection of citizens' due process rights, including protection against arbitrary detention...Specific human rights abuses included arbitrary and unlawful deprivation of life; police attacks and corporal punishment; arbitrary arrest and detention for political activities; continued police mistreatment of suspects during arrest and detention, including the use of lethal force and austere prison conditions; and denial of the right to a fair and expeditious trial. The judicial system was opaque and lacked independence, and political and economic influences regularly affected judicial outcomes. The government limited freedoms of speech and press and suppressed dissent; restricted internet freedom and freedom of religion; maintained often-heavy surveillance of activists; and continued to limit privacy rights and freedoms of assembly, association, and movement...
