    "We reiterate that the time has come to bring this conflict to an end. Recalling the [vital] Security Council Resolution 2334 of 2016, we again call for the full-full implementation of this Resolution S2334/2016. In its wisdom, as it cast its vision on the road to peace in the resolution, the Council rejected Israel's establishment of settlements in the Palestinian territory, occupied since 1967, categorically denouncing them as illegal and a flagrant violation of international law...Madam President, we therefore express our dismay that up until this open meeting, Member States of the United Nations have not received from the Secretary-General a substantive report as demanded by the Resolution detailing its implementation. In effect, three of those quarterly reports have now been-not been forwarded. My delegation recalls, Mr. President, that-Madam President, that only months after the adoption of Resolution 2334, the government of Israel announced the construction of the West Bank-of the first new settlements in two decades. This policy derailed the authority of this Council, and particularly the substance of 2334. Failure by the United Nation to take measures in its implementation and to report diligently when expected at the due time can only yield to Israel the misplaced confidence in the error of its ways, and encourage to continue to undermine the just and lasting solution in this stage in the two-state solution."

    "The illegal plans and policies that aim at Judaizing the Holy City, distorting its national Arab identity and altering its demographic composition in addition to isolating it from its Palestinian environment continue, let alone the expansion-illegal and illegitimate expansion-of settler activities in the Palestinian territories, despite the numerous resolutions of the Security Council which condemned Israeli practices and confirmed its illegality, the last of which is Security Council Resolution 2334. Faced with this, the international community stands incapable of bringing the occupying force to comply with its resolution. It's disconcerting to witness the disdain by the occupying power for your Council and its resolutions, which are supposed to be enforceable under Article 25 of the Charter...We in Kuwait, as we are about to enter the Security Council as an elected member for 2018 and 2019, would like to stress that we will continue to support the Palestinian question and to continue to bring pressure to bear on Israel, the occupying power, so that it will desist forthwith from policies that run counter to international legitimacy and international agreements, including the Fourth Geneva Convention of 1949, to bring Israel to respect and implement Security Council resolutions, particularly 2334..."

    "Madame President, on the 25th September 2017, the third report on the implementation of Security Council Resolution 2334 2016 for the period of 20th June to the 20th of September was presented verbally by Mr. Nickolay Mladenov, UN Special Coordinator for the Middle East Peace Process. In the presentation of the report, we heard yet again a blatant disregard of the call for implementation of provisions in the resolution, including increase in rate of settlement activity. We remain disappointed at the continued illegal Israeli settlements, which reflect gross violations of Palestinian human rights and a blatant disregard of the provisions outlined in the Security Council Resolution 2334. When the Security Council finally decided to take action to preserve the two-state solution in December 2016, we did not expect to see a continued disregard on the responsibility to steward the implementation of the resolution. During the NAM ministerial meeting on Palestine in September, we recall that the political declaration had highlighted the importance of the Secretary-General's reports on the implementation of UNSC Resolution 2334. And as such, we are committed to support the movement to institutionalize this position and explicitly outline measures to ensure that noncompliance is addressed."

    "Moreover, the Committee has repeatedly spoken out about the illegality of Israel's settlement activities in the West Bank and East Jerusalem, which remain a major obstacle to achieving peace and a serious violation of international law. Paragraph 2 of resolution 2334 expressly calls on Israel to "immediately and completely cease all settlement activities in the occupied Palestinian territory, including East Jerusalem". Regrettably, the recent announcement by the Israeli Government concerning an additional 4,000 dwellings reveals a total lack of respect for the Council's demands and a total lack of accountability or progress in the implementation of resolution 2334. The momentum generated by the resolution must not be squandered, and the Council must fully utilize its accountability mechanisms to ensure the full implementation of its resolutions, including resolution 2334, which in paragraph 12 "[r]equests the Secretary-General to report to the Council every three months on the implementation of the provisions of the... resolution". While the two informative briefings to date have highlighted what has been common knowledge for many years - namely, Israel's ongoing flagrant violations of international law - by way of oral statements, the Committee calls on the Secretary-General to issue written reports in the future and provide practical recommendations to ensure Israel's accountability."

    "The holy esplanade of Jerusalem is under occupation and exploited by the Israeli occupying forces. Given the ongoing situation around the holy sites, the Security Council must more than ever do more than merely express it condemnation and concern. The Council must fully assume its responsibility to ensure the immediate implementation of all of its resolutions relevant to ending the Israeli occupation of the Arab territories, including resolution 2334, on the illegitimacy of the Israeli settlements in the occupied Palestinian territories, including Jerusalem."

The OIC reaffirms that the continuation of Israeli settlement policy would undermine the territorial integrity, viability and contiguity of a future Palestinian State, let alone the fact that settlement activities are illegal acts constituting flagrant violations of international law and United Nations resolutions, in particular resolution 2334, which unequivocally demanded an end to all such activities. The OIC therefore calls upon the Security Council to ensure the full compliance of Israel, the occupying Power, with its legal obligations under international law. The Council must act to uphold its responsibilities to halt Israeli settlement acts, which have been manifestly and deliberately escalated in the occupied Palestinian territory, especially in and around East Jerusalem.
